Reading guide, not a title printed on the comic. Rights Put to Sleep numbers its panels. These section labels only group lines that are already lettered.
The comic says the Bill of Rights is gone and asks what rights are left. A switch flips faster than a plea, the throne is silicon, and the builders are told to question the code before it decides they have outlived their luck.
